Working Extracts

The upgrade process will need to make sure that all data is up to date at the HUB where pre-scan data checks will need to be made. Working Extracts cannot be propagated as they are specific to a single location. As a result all data must be flushed, and claims released from the Working Extract into its parent. This is only true for working extracts, all other extracts do not need to be flushed, or have its claims released, as all non working extracts will be available at the HUB.
