Creates area arrangements of type scantling together with the underlying transversal polyface surfaces.
In this function, give frame positions:

will switch mode to define offset value from selected grid position. |
After accepting the position of bulkhead, the user will be asked to select surfaces or areas to limit the bulkheads and accept when ready.
The created area arrangement is of type scantling and will be stored in the first area world (FNCAW) of this type and the surface is created in the first surface world (SSOWLD).
