You must have the entire UE build.
To display the Configuration window in Integrator:

You must have a project with an initialized Conceptual Model that includes P&ID vocabulary.

You must have a Configuration database in the current MDB.

You must be using Unified Engineering - it will not work with a standalone AVEVA E3D Design installation.

To display P&IDs, you must update the module definition for DESIGN to allow Read Only or higher access to Draft databases.
