Weld Creation with Bounded Plates

The weld creation functionality can use the information from Structural Connection (STCONN) elements on bounded plates to create welds around bounded plates, with their respective connection and specification references populated.

The welds are created as part of the create bounded plates process. Each weld corresponds to a bounding or notching element.
