Add Annotation

Draw contains various labelling and annotation facilities.
When a 2D drafting element, for example, an annotation is added to a Sheet or View that does not own any Sheet Note or View Note elements, a new note is automatically created. The 2D drafting element is automatically placed under the new note.
If the Sheet/View owns a single note, the new element is automatically placed under that note.
If the Sheet/View owns multiple notes, the new element is added either to the currently selected note or if no note is selected, the first note listed in the Draw Explorer.
