Attribute-based Instrument Failure alarms

For attribute-based Instrument Failure alarm behavior, the instrument failure condition is not a state on a tank record, and as such, the Instrument Failure alarm can co-exist with a state-based alarm (HIGH-HIGH, LOW-LOW, and so on). This behavior helps prevent state-based alarms like HIGH-HIGH from being obscured by the instrument failure condition.
With the attribute-based option, there is no state information (High or Low) to accompany the instrument failure; therefore, the Instrumentation High Inhibit and Instrumentation Low Inhibit checkboxes do not apply to the attribute-based instrument failure alarm. Attribute-based Instrument Failure alarming is inhibited if Off-Normal Alarm or Instrument Fail Inhibit is selected on the Tank record.
