Flow Path state Downstream Blocked

A Downstream Blocked state represents a state where at least one injection device is connected to a segment, but no delivery devices can be reached. Multiple injection devices could be connected to one side of the segment, or multiple injection devices could be reachable from both sides of a segment; both result in a Downstream Blocked state.
