Convert Legacy Strapping tables to extended Strapping tables

In order to add tank information to the Strapping table (using the extended tanking mechanism), the information, historically stored in .L files, needs to be converted to the Comma Delimited (.CSV) file type. There are two ways to do this, converting the Tank List (.L) files into CSV, or converting information stored in a Microsoft Excel spreadsheet into a CSV file.
