Extend Batch Tracking post processing

This extension allows you to provide custom code that gets executed for each active pipeline at the end of each Batch Tracking processing loop, after all other processing is complete. For example, all batch locations will have been estimated, the Estimated Time of Arrival (ETA) will have been re-calculated for each active batch, and fragments related to batches no longer in the pipeline will have been removed.
