Understand the need to provide a more extensible and maintainable design

There has been a long-term need to refactor the Metering-Ticketing (Batch Meter) feature. Initial design applied requirements that emerged from batching meter operations. Implementing requirements later that involved non-batching meters or batching with an atypical volume quantity input resulted in adding new features to existing features. These additions resulted in a more complicated design than would have occurred had all requirements been understood at the beginning.
There are also internal changes in programming standards that have occurred over time, in particular, a shift from procedural to object-oriented methods. Refactoring the Metering-Ticketing application in object-oriented code has allowed for more modular components. This makes it easier to reuse code, test and maintain existing functionality, and extend the applications to include new features.
