Calculate the tank room and the available volume

The Room is the quantity that must be added to bring the tank to a full condition. If the Room (or Volume to Fill) is greater than the Maximum Safe Volume, the Room value will be negative.

The Available Volume is the volume that must be moved out of the tank to bring to the tank to an empty condition.
