Understand how meter proving gathers meter factor information

The Meter Factor table is used by both the Metering and Meter Proving applications. It stores meter correction factors (MCF) in a one-dimensional array, allowing the Metering application to retrieve the MCF applicable to the physical meter, the current product group, and the current flow rate.
