Pump start verification

BLT rule name: productTransferPumpStartVerify

This does the following:

• Obtains information about the last product that passed through the pump when it last ran. This is considered the Source product.

• Obtains information about the product or products present at the pipeline location and zone of interest.

• Calls the Product Compatibility utility to check if the source product can be added to the destination product or products.

• If Product Compatibility returns one or more product incompatibilities, a rules violation exists and this condition is returned.
