Drag Reducing Agent (DRA) injection start verification

BLT rule name: productTransferDRAInjectionStartVerify

This does the following:

• Obtains information about the product or products present at the destination tank, pipeline, or meter and any zone of interest.

• Obtains information from the Product Compatibility application to check if Drag Reducing Agent (DRA) can be added to the destination product or products.

• If the Product Compatibility application returns one or more DRA incompatibilities, a rules violation exists and this condition is returned.
