Alarm re-annunciation hold off period

The Administrator can configure each of the nine periods for which Pipeline Monitoring (PLM) calculates volumetric variation to hold off the annunciation of alarms that have already been raised to avoid re-alarming prematurely on the same condition. If a hold off period is active, periods may show in alarm in the PLM Summary window, but there will be no associated alarm in the Alarm Summary window.
