Configure the Drag Reducing Agent Line (DRALine) record

A Drag Reducing Agent (DRA) Line is a collection of one or more DRA Groups that represent the stations along a pipeline. DRA Lines also hold the Controller's current selection of target flow rate (for all DRA Groups along the line).
