A modem that is declared out-of-service does not necessarily mean the modem itself is non-operational.
To troubleshoot an out-of-service modem

Cycle the power on the modem.

Ensure that all connections are satisfactory.

Ensure that the terminal server is functioning normally.

Ensure that the phone line is functioning normally.
