Status output message set

This enhancement allows status points to have separate message sets for command (output) and state (input) messages. This allows Controllers to more easily discern the state of a device. For example, instead of the system displaying the state message "start" after a Controller starts a pump, Administrators can create a message set to show the message "Running".
