Re-polling

When the stored procedure in the Historical database adds Historical point data to the TimeSeries database, it immediately summarizes the data within the TimeSeries database's hour table. Since the polled data comes from a Remote Terminal Unit (RTU) data logger, the host may conceivably re-poll the same timestamp and value from the device. Unless an Administrator has edited the value in the interim, it should be the same and not require any re-summarization. However, if a user either updates the value to a number different from the one collected on the next poll, or deletes the value entirely, the application needs to re-summarize the data.
