Event summaryCounter table

The summaryCounter table in the Event database is used to create a unique number for the key2 field in the Summary, ConfigModSummary, OperActivitySummary and DataModSummary tables.

Without it, multiple events with the same timestamp would be replicated multiple times to the destination system(s) as datapump would not be able to identify each unique row to replicate, so it would replicate multiple rows with the same timestamp.
