Identify alarms reported against a telemetered point

Persistent alarms on telemetered points (analog, flowTotalConfig, multistate, rate, remote, and status) are always based on the state and are referred to as state-based alarms. However, not all state-based alarms are persistent. If the alarm is related to the state of the point, the alarm severity can be controlled by associating the desired severity to the appropriate state in the configured message set. This setting will affect all points using the same message set (for example, analog).
