Standalone changesets are used to make temporary changes to the RealTime database (RTDB) or easy eXtended Operator Station (ezXOS) displays. If a changeset has the appropriate metadata flag (configured in the registry) it will not allow you to close the changeset, and therefore cannot be added to a package to deploy to other Management of Change (MoC) zones.
