What is a backing sheet?

The backing sheet can be regarded as a fixed layer that cannot be manipulated.
It is referenced by the SHTMPL element via the BSRF attribute and contains several elements, which are organized within a series of NOTE elements. The example used here is the 'Assembly Drawing Template A3 Type-1'.
