Clean Up Orphan Status Link Elements (STALNK)

Deleting status controlled elements leaves orphan STALNK elements behind, with their attribute CELREF reported as BADREF by Dice. A new PML function has been added to fix this problem. Execute !!stmcleanup() on the command line to clean up all STALNKs with an invalid CELREF.
