Future Change to VarChars as Default Layout Mode

The intention is to change the recommended layout mode to be VarChars at a subsequent Marine release.

It is probable that this will be achieved by introducing the alternative, optional, form definition syntax

Layout form !!<form_name> . . . exit

This will ensure VarChars mode (and NoAlign) by default.
