Create Handrail Link

This will commit any new additions to the database made by you and previewed graphically by the system, these additions are stored in the appropriate object for subsequent use, and picking the Create Handrail link will commit these changes to the database. This is slightly different to modifications subsequently made where the form displays the Accept/Discard Changes link, this is the only difference between the appearances of the Create and Modify forms.
