Open the Layer dialog

To open, you can:

Select the menu item EDIT \ CURRENT LAYER....

Select the
icon in the View toolbar.

Double click the
pane from the status bar.

Set the currently active layer, either by entering the number or selecting it by name.

To set a name for any layer click Set Names… to bring up the Layer Names dialog. In the dialog simply select the appropriate Name cell and type the required name.
Most entities subsequently created will initially be stored on this layer.
