Create Initial Structures for Drawings

DEPT and REGI elements can be created into dedicated PADD database with DbPrompt or from the command line within the application.

Alternatively the creation of the DEPT and REGI elements can be performed from the Draft application; care should be taken to promote the required database within the mdb when creating the top level elements to ensure they are stored in the correct PADD.
